The National Executive Council (NEC) of the Academic Staff Union of Universities (ASUU) met on Saturday 16th and Sunday 17th August 2025 at the Usmanu Danfodio University, Sokoto (UDUS). The meeting received reports from the National Secretariat, Zonal Coordinators, Branch Chairpersons, and the Union’s Trustees.

I. ACCREDITATION

i. Trustees, Principal Officers, Zonal Coordinators, Branch Chairpersons, Conveners of NEC Committees, Resource Persons, and NEC Secretariat Committee were accredited for the meeting.

ii. Patrick Ushie (UNICROSS), Louis O. Omenyi (FUNAI), Aliyu Yusuf Ahmed (KUST), Cyril O. Onogbosele (AAUE) and Oyekinpreye Lucky Bebeteido (NDU) were re-elected as Chairpersons.

iii. Jangfar Timothy (FU Lokoja), Abubakar Abdullahi (KASU), Innocent Nnubia Chukwuebuka (NAU), Stephen Oguji (IMSU), Olumuyiwa Yinusa (OOU), Bello Musa (SSU) and Omeh Obasi Nwgoke (UNIPORT) were accredited as the newly elected Chairpersons.

iv. Abdulrahman Adamu (FUGUS), Abdulrahman Yusuf (FUBK), Babatope Ogundare (BOUESTI) and Asabe Mercy Magomya (FUW) were accredited as the interim Branch Chairpersons.

v. Joseph S. Igwe, Welfare Officer (ESUT) was accredited as Ag. Branch Chairperson while Olatunde Olabode (Vice Chairperson, UNIABUJA) was accredited to represent the Branch Chairperson.

II. REPORTS FROM THE NATIONAL SECRETARIAT

➀ The State of the Struggle
NEC discussed the state of the struggle and government’s slow pace in addressing the issues in contention. Consequently, NEC resolved to organise protests across all the Branches simultaneously on a fixed date. As part of the protest activities, Press Conferences would be held in all Branches. The date for the said protests and Press Conferences would be communicated in due course.

➀ Tertiary Institutions Staff Support Fund (TISSF)
NEC deliberated extensively on the proposed Tertiary Institutions Support Fund. Consequently, NEC resolved to reject the ploy to conscript ASUU as β€œGuarantor” of loans the Union knows nothing about and demands that ASUU be delisted from the process.

➀ ASUU Researchers’ Chalets (ARC)
NEC took an update on the activities of ARC noting its extension of accommodation facilities with an alternative source of power supply as well as improved internet access. NEC also approved the suggestion to explore the options of online booking and payment for easy and faster accessibility.

➀ Nigerian University Pension Management Company (NUPEMCO)
NEC took reports from NUPEMCO regarding the progress made so far and encouraged Branches and members on the need to keep subscribing and consolidate the capital base of the company in order to prevent the company from being annexed by bigger PFAs.

➀ Centre for Popular Education (CEPED)
NEC took an update on the activities of CEPED and declared that it was looking forward to CEPED’s Action Plan being rolled out and implemented within the shortest time possible.

➀ Giri Technology Solution (GTS)
NEC took an update on the activities of the GTS and commended the Board for its efforts. Also, NEC adopted the name β€œTertiary Institutions Transparency and Accountability Solution” (TITAS) in the place of UTAS to be used in tertiary institutions. Consequently, NEC noted that some products of the solution company, which were at advanced stage of development, would soon be launched into the market. Specifically, it was noted that ATBU, LAUTECH, UNIJOS and UNILAG had indicated interest in TITAS to support their university operations.

➀ Dividends and ACADA Activities
NEC took an update on the disbursement of NUPEMCO dividends facilitated by ACADA and commended the actions taken so far while some recommendations were made going forward.

➀ Earned Academic Allowance (EAA)
NEC observed with dismay that some Federal Universities did not adhere to its directive of remitting 5% deductions for the recapitalisation of NUPEMCO. Consequently, NEC frowned at the action of the Branches and directed them to take immediate steps to remit the 5% without fail. Letters of warning would also be issued to the defaulting Branches to serve as deterrent to others.

III. REPORTS FROM ZONES AND BRANCHES

➀ University of Abuja
NEC took a report, particularly on the uncooperative attitude of some members regarding disciplinary process in the Branch, and resolved to implement the adopted recommendations.

➀ Ibrahim Babangida University Lapai (IBBUL)
NEC took a report on the planned enforcement of the State Government’s Central Payment System which is similar to the IPPIS rejected by the Union. Consequently, NEC resolved to write a letter to the Visitors of State-owned Universities on the need to respect the principle of University autonomy.

➀ University of Benin (UNIBEN), Benin
NEC condemned the action of the Branch for non-adherence to the directive of the Union regarding the template for the EAA before disbursing it.

➀ Federal University of Petroleum Resources Effrum (FUPRE)
NEC took updates on emerging issues related to EAA in the Branch and resolved that the court ruling against the activity of PENGASSAN be upheld.

➀ Lagos State University (LASU), Ojo
NEC received an update on litigation issues concerning the unjustly disengaged ASUU leaders in LASU. NEC directed that the two firms handling the two separate cases should meet to decide on whether to continue with litigation processes or accept the out-of-court resolution being proposed by the LASU counsel in one of the cases.

➀ Benue State University (BSU), Makurdi
NEC took the report of the Visitation Team on the alleged anomalies regarding the BSU’s election which indicated that head-count was adopted by the Branch instead of the journal. Consequently, NEC directed that the Branch shall organize and conclude the election within four weeks from the week of 18th of August, 2025, using the branch journal.

➀ Federal University Wukari (FUWUKARI)
NEC received the report of the visitation panel on the protracted crisis bedeviling the Branch and directed the Branch to adhere strictly to the report in order to restore peace and unity among members.

➀ FENGASAN Activities
NEC frowned at the illegal activities of FENGASAN in some campuses and directed all Branches to intensify their monitoring of the activities of the body, while members were advised to dissociate themselves from such unrecognized unions.
